Here is what I have done on my Savage:
Remove the regulator and disconnect all wires. Lay the saddlebags on the fender so they will be in their final position after installation. Mark the position of the holes (where the bolts of the regulator go in) on the yolk(s). Take the bags off the bike and then punch holes on the yolk. Buy longer bolts (3$ or so) then install the bags and install the regulator on the yolks. Reconnect all wires.
This is a perfect fit and the seat goes on top of this with no problems!!
